Metro Transit is seeking public comments on a proposed policy revision to its MOBY service and on its updated Title VI Program Plan. Metro additionally welcomes questions about Metro Flex, a soon-to-be-launched microtransit pilot service, and Umo, Metro’s contactless fare payment system.
- Currently MOBY vehicles wait up to 10 minutes for a rider to come to the vehicle upon arrival within the designated pickup window. Metro is proposing to reduce the vehicle wait time to 5 minutes to improve the reliability of MOBY service for riders and align Metro with the industry standard of 5 minutes. The vehicle waiting period does not include boarding time.
- As a recipient of federal funding, Metro is required to update its Title VI Program Plan every four years. Metro is not proposing significant changes to its Title VI Program Plan but will provide an overview of its Title VI policies and available language assistance services.
- Metro Flex is Metro’s microtransit pilot service. As Metro nears the launch of the pilot service, the public is invited to explore the three final zones for the initial launch, ask questions about how to ride, and learn more about Metro Flex in general.
- Umo is Metro’s contactless, account-based fare payment system that allows riders to board buses and manage accounts with a mobile app, or board with a Umo smart card and manage accounts online. The Umo system is available for public use on all bus, MOBY, and Metro Flex trips. Fares on ORBT are only collected with the Umo system

Members of the public will be able to submit comments through an electronic form linked on this page starting Wednesday, July 9th through the end of day Wednesday, August 5, 2025. Public comments will also be accepted by physical or electronic mail. Key documents and other presentation materials will be posted on this page and available in print at Metro’s headquarters (2222 Cuming Street) for the duration of the comment period.

Microtransit Title VI Program Umo
The same information will be presented at each of the six (6) meetings. The meetings will follow an informal structure. Information about the proposed MOBY service policy revision, Metro’s Title VI Program Plan, Metro Flex, and Umo will be presented visually through paper handouts and large print display boards and verbally in English or Spanish through dialogue, comments, and questions. Attendees are free to participate according to their comfort level, and comments can be submitted verbally or in print at the time of the meeting. Children are welcome to attend but must remain under the supervision of a guardian. Children’s activities will be available in the same room as the public meeting during in-person meetings.
