Metro Transit Title VI Plan
Title VI of the Civil Rights Act of 1964 (as amended) is intended to ensure the fair delivery of public services. This federal statute provides that “…no person shall, on the grounds of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving federal financial assistance.”
Since 1988 all Federal Transit Administration (FTA) recipients in an urbanized area of more than 200,000 who receive federal funding and operate at least 50 peak vehicles have had to submit a Title VI Program every three years.
On October 1, 2012 changes made by FTA Circular 4702.1B, on the Title VI Program Requirements and Guidelines for FTA Recipients, requires establishing 1) policies for identifying and evaluating potential equity issues related to changes in transit services or fares and 2) thresholds to determine when a) adverse impacts are borne disproportionately by minority or low-income populations and b) benefits are not equitably shared by minority or low-income populations.

Disadvantaged Business Enterprise Annual Goal - FY 2014 thru 2016

In accordance with requirements of the U. S. Department of Transportation as set forth in 49 CFR Part 26, as amended, the Transit Authority of the City of Omaha, d/b/a Metro, hereby notifies the public that it is recommending the following Disadvantaged Business Enterprise (DBE) Goal for applicable professional services, construction and procurement contracts during Federal Fiscal Years 2014 through 2016. The overall total DBE goal for the FFY 2014 through 2016 is 1.25%. Information pertaining to this goal and a description of how it was selected will be available for inspection from 8:00a.m. to 4:00p.m. during normal administrative operating hours at the Transit Authority’s Administrative Offices located at 2222 Cuming Street, Omaha, Nebraska, 68102 for thirty (30) days following the date of this notice. Written comments on this goal will be accepted for forty-five (45) days from the date of this notice. METRO Proposes 2017-2019 DBE Goals

The Transit Authority of the City of Omaha, dba METRO, is seeking public input for its proposed three year Disadvantaged Business Enterprise (DBE) goals for the period covering Federal Fiscal Years 2017 through 2019. As a recipient of Department of Transportation (DOT) funding, METRO is required to establish DBE goals for the inclusion of DBEs. METRO proposes a goal of 10 percent achieved exclusively through race-neutral means.
